Shame on you, the Washington Post 恥を知れ　ワシントンポスト

As of March 25, 400,000 people have been infected with the new coronavirus worldwide.

China, the source of the infection, appears to have been largely suppressed, but Italy, the United States, Spain, Germany, and France seem to be failing.

I would like to look at the media coverage of this situation and explore the nature of the media in crisis situations.

As I have repeatedly stated, this column is not written by infectious disease specialists, so we observe this situation from the crisis management perspective.

We believe the understandings of the role of the media in the case of public casualties such as infectious diseases, earthquakes and Tsunamis so on are very important. And in considering the question of how to understand the press coverage, we believe that the global spread of this new corona is a valuable sociological experience.

In early February, when the turmoil grew, media in this country repeatedly reported that Japan was being blamed from around the world.

This was especially the case of the cruise ships.

The Washington Post shared expert opinion that Japan’s response to the new coronavirus infection on the cruise ship was completely inadequate, and criticized the initial response to this issue in Japan as if he was witnessing slow-motion train crashes.  They also criticized the measures taken by the Japanese government to the cruise ship as saying “Japanese quarantine is a violation of human rights.”

Japanese media introduced the article and started to criticize that the Japanese government’s actions had been blamed and that the government lacked a sense of crisis and erred in its initial response.

Apparently, Japanese journalists seemed to consider all overseas media claims justified  assembling their opinions by looking at the tone of overseas media, “The Washington Post states ,” “According to the New York Times …”

I think it’s good to read the Washington Post to understand the political situation in the United States and check the New York Times for trends in the United States economy. But I don’t think it’s adquate to support own opinion with those overseas media’s views.

The Washington Post’s article, written by the company’s Tokyo bureau chief, criticizes the Japanese government as questioning that it did not take immediate action to inspect and disembark passengers on board. However, he, like the Japanese media, did not understand at all what the quarantine suspension of ships involved, and prblems on giving public health service to ships those had not quarantined and switched to coastal vessels to Japanese. He wrote the article without any considerations such as the difficulty in applying the relevant administrative actions or where the priorities for Japanese quarantine authorities were at the time. He appears unaware that responsibility is in the flag state Britain.

Although I mentioned earlier that it was not about how the foreign world views, but what the overseas media views, at least I do not recognize the government that questioned the response of the Japanese government.

The U.S. Centers for Disease Control (CDC) called on Japanese measures “It may have been insufficient to prevent transmission among people on board.” But they also stated that they praised the tremendous efforts for isolation made by the Japanese government.

Also, the Prime Minister of the United Kingdom said in a telephone call with Prime Minister Abe that he was grateful for the Japanese government’s humanitarian measures against the ship.

As far as I know, the only public institution that criticized Japan’s response was the director of the US National Institute of Allergy and Infectious Diseases (NIAID), who said, “The isolation failed. “  As mentioned earlier, the CDC has said that the measures on board may not have been sufficient, but the Japanese government.

By the way, the director of the Allergy and Infectious Diseases Research Institute testified in the lower house about the spread of infected people in the United States after he criticized Japan and found that the initial inspection was not successful due to the fact that the inspection kits were defective and that the inspection staff could not inspect  properly due to lack of training.

Although even the United States itself had to obtain information from the Japanese government, the director criticized the world’s first quarantine suspension by the Japanese government.  But, he could prepare only defective inspection kits and poorly trained inspection staff despite he had the one month preparation period.

What the Washington Post looks ridiculous is that they state that South Korea is a model to follow for countries like China and Italy who want to avoid long-term blockades. According to the Washington Post, Korea is a “success story”. The reason for this is the thoroughness of PCR testing, which allows 20,000 tests per day. Is there no reporter or editor at the Washington Post who can understand numbers? It seems that they do not know the fact that a large number of tests spread infections in hospitals and increased the number of infected people to just over 8,000.

It also seems that they do not know that the level of infected people in Japan who controlled PCR test at last exceeded 1,000 people. It is 16 to 1 in terms of population ratio, but they do not seem to understand that.

A journalist living in New York named Makiko Iizuka wrote an article saying that the world reported the crisis management by the Abe administration was too dangerous. The article also introduces articles such as “○ × reported this way” and “△ □ discusses this way.”  If she just quoted them, it would be objective to see how the world reported. It can be evaluated as an article reported in, but the conclusion of an article that only cites is “Dangerous crisis management”.  I don’t think it’s decent journalism.

She also introduced a report published by the Brookings Institution in the United States, titled “The Impact of COVID-19 on the Global Macroeconomic: Seven Scenarios,” and described that 68 million people are killed in the world in the worst case, 15 million people are killed in the best case, and Japan is said to kill 570,000 people in the worst case and 127,000 people in the best case. I downloaded and read the dissertation to find she just didn’t know how to read the scholarly dissertation.

The Washington Post criticized Japan’s response extensively, but their editorial came to the fore. They say, “It is entirely irresponsible for the IOC and the Japanese government to act as if the Olympics could be held when the world is fighting the threat of a historic pandemic.”

The Washington Post mocked Japan’s efforts to inspect crews and passengers ahead of the domestic inspection system, working on quarantine stops on cruise ships that the world had never experienced since early February.  With the desperate efforts of the Japanese government and people, the number of infected people has been kept to 1,200 to date in Japan, but the United States, which had seen the situation in Japan for one month, has already sent out 52,000 infected people.

The Washington Post claims that it is irresponsible to have the Olympics while the world is fighting the virus, despite the fact that their country has not prepared properly.

The Washington Post accused Japan of responding to cruise ships as a complete mistake and was inhumane. However, the United States did not even allow the Grand Princess access to San Francisco Bay for nearly a week, despite the exchange of government information and experience with the Diamond Princess from Japan.

While severely criticizing Japan’s initial measures, once it becomes impossible to send athletes to the Olympics, the Washington Post criticize the host country’s efforts, which are desperately controlling infection, as irresponsible.

I dare to argue.

Shame on you.

新型コロナウイルスの感染者が３月２５日現在で世界で４０万人を超えました。

感染源であった中国はほぼ制圧されたようですが、イタリア、米国、スペイン、ドイツ、フランスは必死の努力を続けているものの全く功を奏していないように見受けられます。

この事態をめぐるマスコミの報道を巡って、危機管理上の事態におけるマスコミの本質を探りたいと思います。

当コラムは再三申し上げているとおり、感染症の専門家が執筆しているものではありませんので、あくまでもこの事態を危機管理上の事態の一つの例として観察しています。

感染症や地震・津波など直接に一般市民が犠牲者になる場合においてマスコミがどのような役割を果たすのか、マスコミの報道をどう理解しなければならないかという意味において、この新型コロナの世界的な蔓延は社会学的にも貴重な経験であると考えています。

この騒ぎが大きくなってきた２月上旬、この国のマスコミは、日本が世界中から非難されているという報道を繰り返しました。

特にクルーズ船への対応を巡ってこの報道が多くなされました。

ワシントンポストは、クルーズ船の新型コロナウイルス感染に関する日本の対応は完全に不適切であったという専門家の意見を紹介し、日本のこの問題への初期対応をスローモーションで起こりつつある電車の衝突事故を目撃しているようだと激しく非難しました。そしてクルーズ船への対応を「日本の検疫のやり方は人権侵害だ。」と批判しました。

日本のマスコミはこれを受けて、日本の対応は海外から非難されており、政府の対応は危機意識に欠け、初期対応を誤ったとの批判を一斉に展開しました。

どうも日本のジャーナリストというのは舶来至上主義で、海外メディアの論調を見て自分の意見を組み立てているようで、「ワシントンポストがこう述べている。」「ニューヨークタイムズによれば・・・・」というのを得意になって自分の主張の正当性を裏付ける証拠としています。

ワシントンポストで米国の政治情勢を見て、ニューヨークタイムズに米国経済の動向などを確認するのはまだ分かりますが、それらが日本の情勢について論議しているのをそのまま自分の主張の裏付けにするのはいかがなものでしょうか。

しかも、それは海外諸国が日本をどのように見ているかを示しているのではなく、海外メディアが日本をどう見ているかということであることに気づいていないジャーナリストもいますので困ったものです。

ワシントンポスト紙の記事は同社の東京支局長が書いているのですが、日本政府が船内の乗客に対して速やかに検査をして下船させる措置を取らなかったのが疑問であると批判しています。しかし、彼は日本のマスコミと同様、船舶の検疫停留がどのような問題を含むのかを全く理解しておらず、検疫が終わらずに内航船への切り替えがなされていない船舶に日本の公衆衛生に関わる行政作用の適用が簡単にはできないことや、当時の日本の検疫当局にとっての優先順位がどこにあったのかなどをまったく考えずに記事を書いています。彼は責任が船籍国である英国にあることも知らないものと見えます。

先に海外がどう見ているかではなく、海外メディアがどう見ているかという問題であると述べていますが、日本政府の対応に疑問を呈した国は、少なくとも私は認識していません。

米国の疾病管理センター（CDC）は日本の措置に、「船内の人々の間で感染を防ぐには不十分だったかもしれない。」としつつ「隔離のための日本政府の途方もない努力を称賛する。」と述べていますし、英国首相は安倍首相との電話会談において、日本政府の同船に対する人道的措置に感謝する旨述べています。

私の知る限り唯一公的機関で日本の対応を批判したのは米国の国立アレルギー・感染症研究所（NIAID）の所長が「隔離は失敗した。船内の隔離が甘かったから、船の中でどんどん感染した。」という発言だけですが、先に述べたようにCDCは船内の措置は十分ではなかったかもしれないが、日本政府はよくやったと評価しています。

ちなみに、このアレルギー・感染症研究所長は、その批判をしたのち、米国での感染者拡大について下院で証言し、検査キットに欠陥があったこと、検査に従事するスタッフの訓練不足で正しい検査ができていないことなどから初期の検査が相当いい加減であったことが分かりました。米国ですら日本政府から対応状況について情報を得なければならなかった初めての検疫停留を批判した本人が、１か月もあったにもかかわらず欠陥品の検査キットと訓練が不十分な検査スタッフしか準備できなかったのです。

ワシントンポストが滑稽なのは、韓国は中国やイタリアのように人々を長期間封鎖することを避けたい国にとって従うべきモデルであると述べていることです。韓国は「サクセスストーリー」なのだそうです。その理由として一日２万件が可能なPCR検査の徹底ぶりをあげているのですが、ワシントンポストには数字を理解できる記者や編集者がいないのでしょうか。怪しきは検査をして病院内での感染を広め、一挙に感染者８千人強まで増やした事実をご存じないと見えます。

確かに、急速に増えた感染者数を８０００人で止めた手際は評価されますが、それであれば人口が２０倍の中国が８万人で止めたことはもっと評価されるべきでしょう。

しかし、PCR検査を抑制的に運用した日本の感染者がやっと１０００人を超えたレベルであることも知らないと見えます。対人口比で言えば１６対１なのですが、それも理解していないようです。

このワシントンポストやニューヨークタイムズの記事を引用し、「新型コロナ、安倍政権のヤバすぎる危機管理を世界はこう報じた」という記事を書いたのが飯塚真紀子さんというニューヨーク在住のジャーナリストですが、彼女の記事も、「○×はこう報じた。」「△□はこう論じている。」と記事を紹介しているのですが、ただ引用しているだけなら世界がどう報じたかを客観的にレポートした記事として評価できるのですが、引用するだけの記事の結論が「ヤバすぎる危機管理」なのです。まともなジャーナリズムとは思えません。

もっともこの人は別の記事で米国のブルッキング研究所が発表した「COVID-19が世界のマクロ経済へ与えるインパクト：７つのシナリオ」という報告を紹介して、最悪の場合世界で６８００万人が死亡し、最善の場合でも１５００万人が死亡するとし、日本も最悪の場合５７万人、最善の場合でも１２万７０００人が死亡すると言われているという記事を介しており、本当かと思ってその論文をダウンロードして読んでみましたが、彼女は学術論文の読み方を知らないだけのようです。

日本の対応を散々批判したワシントンポストですが、この度出した社説には呆れかえりました。曰く「世界が歴史的なパンデミックとなるであろう脅威と戦っている時に、IOCと日本政府があたかもオリンピックが開催できるかの如くふるまうのは全く無責任である。」のだそうです。

日本が２月初旬から世界が経験したことのないクルーズ船の検疫停留などと取り組み、国内の検査態勢の整備に先駆けて乗員・乗客の検査を行っていた努力を嘲笑い、しかし、その日本政府と国民の必死の努力により現在に至るまで感染者数を１２００人に抑えているのに、それを１か月見ていた米国がすでに５万２千人の感染者を出しています。

米国は日本の何を見ていたというのでしょうか。日本は武漢で何が起きているのか解釈が出来ないうちに騒動に巻き込まれたのですが、米国メディアはその日本をただ批判し、自国があっという間に日本の数十倍の感染者を出すと、今度は世界がウイルスと戦っている時にオリンピックどころではないだろうと主張するのです。

クルーズ船にしても、日本の対応は完全な間違いであり、かつ非人道的であると非難しましたが、サンフランシスコに入港しようとしたグランド・プリンセス号に関しては日本からダイアモンド・プリンセス号での経験と情報を政府間でやり取りしたにも関わらず、１週間近く、サンフランシスコ湾への進入さえ認めず外洋で漂わせるという措置を取ったのです。

日本の初動の措置を散々批判しておきながら、自国が後手後手に回りオリンピックに選手を送ることができそうになくなると、必死に感染を抑えている開催国の努力を無責任と批判するのです。

恥を知れと言いたいですね。
